I was running into the same issue and finally fixed it.
The issue was I had enabled google vpn and the verification was never working.
From google home, it was detecting that wemo was turned off/on but when I say "that's me" It was throwing an error. I disabled the google vpn and tried verifying and it all worked fine.

I have had this problem for a while and was reading through these comments. And I found out there is one thing no one was doing. After you remove or unlink your Wemo account. Go to apps and home and clear cache. Once I did that I was able to relink my account by linking home to Wemo and then going through Wemo with my wifi and the mac address of one of my devices. Now all 5 devices are working again.
