So did all the troubleshooting with Support. In the end they sent me a replacement.
Bad news: same issue. Wemo will not reconnect to wireless network after initial setup and then unplugging. This time I even set up the wireless for no password as a test.
Moral: Don't buy a Wemo if you have a Netgear N300 WNR200V2 wireless router.

UPDATE: I purchased a TP-Link HS105 Smart Plug Mini Smart Plug. Installation similar to Wemo.
But, the good news, it re-connects to my wi-fi router flawlessly after unplugging.
I can't return the Wemo at this point, so I'll keep it and try firmware upgrades every few months and see if they can fix the re-connect problem.
