I have two wemo insight switches running for a month now. After a month the usage report was send, however it was empty.
I have updated the wemo's to the latest firmware and I am using the latest iPhone app.
Scheduled and manual email report, same (empty) results.

To isolate, try to re-install the Wemo app, create a rule for usage alert and use a different handheld device to generate the report. let us know how it goes so we can assists you accordingly.
